This is because the commander and first mates of practically every powerful pirate crew inOne Pieceare often equivalent in terms of toughness and strength. Oda himself has provided the answer to this.

In the first half ofOne Piece(the majority of the pre-time skip), Zoro struggled against most of his opponents. He was injured quite a lot and had to cross his limit almost every time.
