Cell is one of the very few characters inDragon Ball Zwho managed to take down almost everyDragon Ballwarrior with his immense strength and abilities. He was the ultimate creation of Dr. Gero, who combined the genetics of the greatest fighters on Earth. He still holds the title of one of the strongest anime villains, and his character development has a lot of complexities.

The main reason behind these complexities in Cell’s character development was his ability to get stronger by absorbing other characters. Without this ability, Cell would have been an easy target and would have never made it to the top ofDragon Ball’svillain list. He is the perfect adaptation into a humanoid form, as he absorbed Android 17 and Android 18 to achieve it. He is confident, and his extreme power levels justify his arrogance. His confidence in his power is reflected in the fact that he gives theDragon Ballwarriors time to prepare themselves and get stronger to fight him in a ferocious battle.
ThePerfect Cell had many dangerous abilities, including the ability to produce Cell Jr., which were just smaller versions of Cell but with similar attack power. Even Goku admitted that he was not a match for Perfect Cell and withdrew from his battle, which was one of the very few moments that shockedDragon Ballfans.

Vegeta Could Have Easily Killed Cell
Although Perfect Cell was the epitome of the villain, it took him a lot of time to reach that level. He had to absorb some of the strongest characters to finally awaken the hidden power within him. If theDragon Ballwarriors had stopped him in the process, they would have easily defeated Cell without even breaking a sweat.
In fact, Vegeta even had a chance to do so. When Vegeta first faced Cell, he was in his imperfect form, and no matter what he did, he couldn’t stand up to the might of the legendary Saiyan.

He even recovered from his dangerous Final Flash move, and thus, the blame for Cell achieving his final form landed on Vegeta.
