In this area, on the witness room side, you’ll find the switch to activate the generator, which will power the electric chair to release the medium weight, allowing you to continue with another puzzle.

How to Turn on the Generator in Silent Hill 2
Firstly, on the easiest difficulty, there will be only five buttons to press before activating the power switch in Toluca Prison. To understand how these switches work, we’ll label them from one to five, counting from left to right.
This method will apply to every difficulty. To solve this puzzle with this difficulty, you’ll need to activate the switches, starting from the right and moving left according to the numbers.

First, you should activate switch five, then switch four. Once you do this, switch five will turn off again, so you’ll need to reactivate it. Next, activate switch three and then switch two; after activating switch two, switch three will deactivate, and you’ll need to reactivate it. Once you activate switch one, everything will be ready to use the final switch and activate the electric chair.
On the normal difficulty level, there will be six switches to balance the power and solve this puzzle. Starting the puzzle on this difficulty, you’ll need to flip switch number six, counting from left to right.
After activating switch six, go directly to switch four and then activate switch five. Once you’ve activated these switches, go straight to switch one, then three, and finally two.
Once you’ve completed this, proceed to activate the larger switch. In the case of the hardest difficulty, there will be seven switches, again counting from left to right. To start on this difficulty, you’ll need to activate switch number four, then move on to the switch next to it, number five.
Next, you’ll activate switch two and then one, followed by switch three. To finish this puzzle, you’ll need to activate switches six and seven in that order; finally, you’ll be able to turn on the generator.
