These numbers are meant to vary every battle, so they’d each have a different “seed,” but it would seem that for online battles in Pokémon Scarlet & Violet’s Battle Stadium, the RNG is fixed, meaning that the order of these determining numbers is the same every battle. So, apparently, moves under 91% accuracy will always miss if they’re used in the first turn, as claimed byTwitter user @Sibuna_Switch.This user also showed off a video in which they were able to manipulate the fixed RNG seed in order to get a one-hit-KO move, in this case, Sheer Cold, to hit every time they used it. Sheer Cold will KO the enemy Pokémon it hits, no matter the HP, typing, or level difference. It’s balanced, however, by its accuracy being a mere 30%, meaning it’s most likely to miss when used, though this goes out the window by abusing the fixed RNG seed.

According to @Sibuna_Switch’s video, in a 2v2 battle, using Air Slash with one Pokémon, then using Sheer Cold with the other, will make it so the latter always lands. It can also be paired with the move Fake Out, though it will only work “as long as the opponent does not move before you.” Though the user does not explain how or why this pairing works, his video does show Sheer Cold hitting in various matches, as well as hitting two times back-to-back in one match in the span of less than a minute.
