Currently,Persona 5 Royalis running a promotional campaign-although I prefer to think of it as a corrective measure of sorts-where all of the Ultimate Edition’s DLC packs are being made available for free. Initially, the offer was only available to PlayStation 5 players, including those who didn’t own the game, but ithas now been extended to PlayStation 4players as well.
For those who don’t understand what I mean by “corrective measure,” we have to go back to the first release ofPersona 5on PS4. At that time, Persona 5 was released with many DLC packs that included costumes and BGM tracks from previous Persona games and other titles from Persona’s parent series,Shin Megami Tensei.

When Persona 5 Royal (Persona 5’s upgraded edition) was released, those who purchased Royal were able to get all of the previously released DLC for free by redeeming a so-called ‘legacy DLC pack’. On the other hand, players had to pay for a new set of DLC different from the old ones. Those DLC were available separately, or as part of two editions for the Royal version, the Deluxe edition, and the Ultimate edition.
The Deluxe Edition included the Royal Kasumi Costume Bundle (additional outfits for the new character Kasumi from various ATLUS IPs), while the Ultimate Edition offered this bundle in addition to two other bundles containing challenge battles with previous Persona protagonists as well as extra Persona and battle support items.
The pattern of making previous paid DLC free continued with the recent release of Persona 5 on platforms other than PS4 and PS5 (Xbox, Nintendo Switch, PC). The odd thing here was that all of the DLC included in the Royal Edition were made free for all new players and owners of the new ports, while PlayStation owners still had to pay for the DLC, unlike everyone else.
It just felt unfair, and that’s why ATLUS' offer now made a lot of sense, and should have been made a lot sooner than it was. Of course, this offer makes the existence of the Ultimate Edition on the PlayStation Store meaningless, but since it doesn’t exist on any other marketplace besides the PSN Store, we expect the edition to be removed soon.
