Garp, Luffy, Boa Hancock, Shanks, and the legendary pirate king Gol D. Roger. And while this may be true to some extent, it hasn’t been proven yet.

And while both have not consumed any devil fruit, Roger would still prove to be unparalleled in a duel against the Red-haired Pirate in terms of his strength, endurance, agility, and haki.

While Monkey D. Dragon’s powers are not fully known, he might be able to rival Gol D. Roger. However, his victory in a duel against Gol D Roger isn’t certain, as Dragon’s Haki and the full extent of his powers are not yet revealed.
