Garp, Luffy, Boa Hancock, Shanks, and the legendary pirate king Gol D. Roger. And while this may be true to some extent, it hasn’t been proven yet.

His ability to locate poneglyphs coupled with his mastery over 3 types of Haki makes him an undisputed opponent. Moreover, the fact that he did not consume any devil fruit and was able to defeat and rival Whitebeard and Rocks D. Xebec proves why he was given the title of the Pirate King.
While Monkey D. Dragon’s powers are not fully known, he might be able to rival Gol D. Roger. However, his victory in a duel against Gol D Roger isn’t certain, as Dragon’s Haki and the full extent of his powers are not yet revealed.
