Ser Menella will ask you to go investigate the assassin from the Shadowed Prayers quest. You need to head to the Gaol in Bakbattahl and then speak to the assassin. If you pay him 5,000 Gold, he will tell you that he was hired by the Coral Snakes. You will want to head back to Ser Menella who will tell you that you should work together to trick the Coral Snakes out of hiding.
You will next need to find the Coral Snake Ashe. For me, Ashe was in the Wandering Traveler Tavern. However, he can also be found in the gaol a few doors down from the assassin. It seems that it depends on the quests you have done up until this point as to where he will be located.

Once you report to Ashe, you will meet Ser Menella at a house in southern Battahl. There, she will have the empress with her, who wants to act as bait for the assassin. you’re able to either accept or reject this proposal.If you accept it, you can ensure that the assassin is captured and everyone is safe.The assassin will trust you the moment you pretend like you’re willing to kill the empress.
